Hong Kong LegCo Candidates Focus on Integration, Economy and Livelihood in December 7 Campaign

Manifesto review reveals functional-constituency hopefuls emphasising mainland alignment and economic growth, while direct-election contestants prioritise everyday citizens’ concerns
Candidates in Hong Kong’s upcoming Legislative Council election are shaping their platforms around distinct axes: those contesting sector-based functional constituencies and the Election Committee seats are emphasising integration with mainland China and boosting the city’s economy, while hopefuls in the 20 directly elected geographical-constituency seats highlight livelihood issues.

An analysis of manifestos from 161 candidates shows that only 38 (about 23 per cent) provided English-language versions, underscoring a continued lean towards Chinese-language campaigning.

Of the 110 candidates examined across functional and Election Committee contests, nearly half included plans to stimulate Hong Kong’s sluggish economy, while many also emphasised innovation, technology and deeper alignment with national development goals.

By contrast, those running in geographical seats have foregrounded housing affordability, community services and small-business support—issues with more immediate relevance to everyday voters.

With 60 candidates standing for the 30 functional-constituency seats and 50 contesting the 40 Election Committee-allocated seats, the manifesto trends reflect the structural design of Hong Kong’s electoral system, under which only geographic-constituency seats are open to a broader electorate.

The divergence between candidate priorities illustrates how contest format influences campaign messaging.

Observers note that the emphasis on national-integration themes among functional-constituency entrants aligns with broader government policy drives.

Meanwhile, candidates in directly elected seats appear to respond to growing public concern about cost of living and social services.

The limited availability of English versions of manifestos may affect communication with non-Chinese-speaking residents and international observers.

As campaign activities ramp up ahead of polling day on December 7, the sharper differentiation in manifesto focus suggests voters will make choices not just between individuals, but between differing emphases on national-integration versus grassroots livelihood concerns.
