Hong Kong Government Approves Northern Link Main Line Railway Scheme

The 10.7-kilometer railway project aims to enhance connectivity in the New Territories, with completion targeted for 2034.
On April 8, 2025, the Chief Executive in Council authorized the railway scheme for the Northern Link (NOL) Main Line under the Railways Ordinance (Cap.519).

The NOL project is divided into two phases.

Phase 1 involves the construction of Kwu Tung (KTU) Station on the existing Lok Ma Chau Spur Line of the East Rail Line (EAL).

Construction of KTU Station began in September 2023 and is scheduled for completion in 2027 to coincide with the population intake of the Kwu Tung North New Development Area.

Phase 2 encompasses the NOL Main Line, a 10.7-kilometer railway connecting the existing Kam Sheung Road (KSR) Station of the Tuen Ma Line (TML) to KTU Station, with intermediate stations at Au Tau, Ngau Tam Mei, and San Tin.

Detailed planning and design for the NOL Main Line have been substantially completed, and advance works have commenced.

The target completion date for the Main Line is 2034. The NOL Main Line is expected to serve as a major transportation backbone for the Northern Metropolis, connecting the TML and EAL to form a railway loop linking the New Territories and Kowloon urban areas.

Upon completion, travel time between KSR Station and KTU Station is anticipated to be reduced from the current 60 to 80 minutes during peak hours to approximately 12 minutes.

Public consultations have been conducted, including engagements with the North District Council, Yuen Long District Council, relevant rural committees, and stakeholders.

The public has generally expressed support for the NOL Main Line project.

The original scheme for the NOL Main Line was gazetted on October 6, 2023, with subsequent amendments gazetted on May 3, 2024, and August 30, 2024. The government and the MTR Corporation Limited have reviewed objections received, met with objectors to explain the railway scheme, and responded to their concerns.

All unwithdrawn objections have been submitted to the Executive Council for consideration.

During the implementation of the NOL Main Line project, the MTR Corporation Limited will maintain close communication with relevant stakeholders and comply with conditions set out in the environmental permit issued by the Director of Environmental Protection to mitigate environmental impacts.
