Lands Department Issues Six Pre-Sale Consents in First Quarter of 2025

Five residential and one non-residential pre-sale consents granted; over 2,700 residential units covered with more applications under review.
The Lands Department announced on April 7, 2025, that it issued a total of six pre-sale consents in the first quarter of 2025, comprising five for residential developments and one for a non-residential development.

The five pre-sale consents for residential projects involve a total of 2,749 units.

Details of the residential developments and their expected year of completion are as follows:

Expected Completion in 2026:

One phase of a development in Chai Wan (592 units)
One phase of a development in Tin Shui Wai (525 units)
One development in Sha Tin (240 units)
Expected Completion in 2027:

One development in Yau Tong (748 units)
One development in Fanling (644 units)
In addition, six consents to assign were issued during the same period.

These cover 3,759 residential units across two phases each of two developments in Ho Man Tin and Yuen Long, and two phased developments in Tseung Kwan O and Kai Tak.

As of March 31, 2025, the department was processing 21 applications for pre-sale consent involving 7,090 residential units.

These applications are distributed by expected year of completion as follows:

2025: 5 applications covering 1,856 units
2026: 4 applications covering 1,851 units
2027: 12 applications covering 3,383 units
Additionally, 11 applications for consent to assign involving 3,436 residential units and four non-residential units were under review.

Three further applications for pre-sale consent for non-residential developments were also being processed.
