Hong Kong Reviews Bicycle Parking Management in New Territories South East

Government-managed spaces total ten thousand; over twenty thousand illegally parked bicycles removed in three years
The Hong Kong government has provided approximately ten thousand public bicycle parking spaces across the Legislative Council New Territories South East geographical constituency as of the end of 2024. Joint enforcement actions are conducted by various departments, including the Home Affairs Department, District Lands Offices, Transport Department, Hong Kong Police Force, and FEHD.

Between 2022 and 2024, authorities carried out a total of three hundred thirty-one joint operations targeting abandoned or overtime-parked bicycles, resulting in the clearance of over twenty thousand bicycles.

In 2022, eighty-nine operations removed five thousand nine hundred sixty-nine bicycles; in 2023, one hundred eleven operations removed seven thousand two hundred seventy-eight bicycles; and in 2024, one hundred thirty-one operations removed seven thousand six hundred forty-six bicycles.

The government did not provide a specific breakdown of the financial costs incurred during these operations.

Each joint operation involves a structured procedure.

Notices are posted by the Transport Department and Police at least fourteen days in advance, informing the public about the temporary suspension of bicycle parking.

Two days before the operation, signs are covered and the area is sealed off.

The District Lands Office then posts statutory notices requiring bicycle removal.

On the operation day, FEHD removes the bicycles and hands them over for disposal.

In the past three years, the Lands Department received one thousand five hundred seventy-two complaints in Sha Tin District and two hundred ninety-two in Sai Kung District about long-term occupation or misuse of bicycle parking spaces.

The FEHD did not report any complaints concerning public parking areas under its management, but contractors were tasked with clearing refuse when necessary.

Regarding the potential for smart bicycle parking systems in the New Territories South East, the government cited high construction and maintenance costs as a limiting factor.

While some private developments have adopted smart systems, public bicycle parking will continue to be improved through user-friendly options like double-deck racks.

The government is studying future integration of smart technologies and requiring sufficient bicycle parking facilities in new developments based on land use and scale.
