Hong Kong Government Engages Ride-Hailing Platforms Amid Regulatory Push

Authorities meet with online car-hailing services following taxi industry concerns over unlicensed operations

The TLB received a petition and signatures from the taxi trade, which it pledged to review carefully.

Government officials emphasized the need for all online ride-hailing operations to comply strictly with current laws.

Under Hong Kong law, the carriage of passengers for hire or reward without a hire car permit is prohibited.

Authorities reiterated that platform operators have a responsibility to ensure compliance with these requirements.

The TLB has committed to accelerating the legislative process aimed at regulating online car-hailing platforms.

The proposed legislation is intended to provide a legal framework for platform-based ride services, ensuring that both local residents and visitors can access safe and lawful point-to-point transport options.

In addition to legislative efforts, the Transport Department and police have stepped up enforcement actions against illegal operators.

Penalties for operating unlicensed services may include driver disqualification, vehicle impoundment, and legal prosecution.

The government also aims to improve communication with the taxi sector and other stakeholders to shape future policy measures.
