Hong Kong's Civil Aviation Chief Engages in European Aviation Forums

Victor Liu discusses sustainability, digital transformation, and international cooperation during visits to Portugal and Germany
Victor Liu, Director-General of Civil Aviation for Hong Kong, undertook a five-day visit to Portugal and Germany starting May 12, 2025. The trip included participation in the Civil Air Navigation Services Organisation (CANSO) Leadership Summit and Airspace World 2025 in Lisbon, as well as meetings with European aviation authorities and industry leaders.

At the CANSO Leadership Summit in Lisbon, Liu joined aviation leaders to discuss the theme of enabling future skies through innovation, integration, and collaboration in air traffic management.

He spoke on a panel focused on driving sustainability in aviation, highlighting the growth of the Asia-Pacific region and emphasizing the importance of collaboration among governments, air navigation service providers, and industry stakeholders.

Liu also shared Hong Kong’s experience in implementing environmental measures and adopting innovative technologies to enhance operational efficiency.

During Airspace World 2025, Liu met with Simon Hocquard, Director General of CANSO, to discuss areas of mutual cooperation, including the upcoming Airspace Asia Pacific 2025. This large-scale international event, focused on air traffic development and management, is scheduled to take place in Hong Kong in December 2025. Liu also met with Raúl Medina, Director General of EUROCONTROL, to explore further opportunities for collaboration in civil aviation.

On May 15, Liu continued his visit in Germany, where he met with Florian Guillermet, Executive Director of the European Union Aviation Safety Agency (EASA), at the agency’s headquarters in Cologne.

They discussed developments in aviation safety regulations and potential cooperation on initiatives such as the low-altitude economy and advanced air mobility.

On May 16, Liu visited the Airbus facility in Hamburg to review advancements in aircraft manufacturing, maintenance technologies, and sustainable aviation development.

He was accompanied by Michael Yuen, Assistant Director-General of Civil Aviation (Flight Standards).

Liu concluded his European visit and returned to Hong Kong on May 17, 2025.
